No. Unfortunately, health insurance does not yet pay for medical cannabis.
As of July 1, 2023, adult-use is available throughout the state of Maryland, however, obtaining a medical card for any of the conditions below could be beneficial as medical cannabis patients receive priority during shortages, have access to high potent products and are not subject to the 9% adult use sales tax rate.
To get a certification for medical cannabis, you must be diagnosed by a qualified medical professional. You also need to be a Maryland resident, and to have been diagnosed with a qualifying health condition. Qualifying conditions for patients include:
- cachexia
- Anorexia
- wasting syndrome
- severe or chronic pain
- severe nausea
- Seizures
- severe or persistent muscle spasms
- Glaucoma

Yes—however, although marijuana is decriminalized in Maryland, Cannabis (and hemp) smoking is prohibited in any public place or in any motor vehicle. A public place includes outdoor spaces and indoor spaces open to the public, including parks, streets and sidewalks, bars and restaurants, public transportation (e.g., buses, vans, trains, taxicabs, limousines) and indoor places of employment. Because cannabis remains illegal at the federal level, you also may not possess cannabis on any federal property such as a national park.
While the registration processes and requirements differ for adult and minor patients, both are completed online. The online application form must be completed and submitted in one session; you will not be able to save and complete the application at a later time.
It is essential that you have the required information and documents in an electronic format ready for upload before starting the application process. Please carefully review the requirements below and the appropriate guidance documents to ensure you are prepared to complete the entire application before beginning the process.
Patients in hospice care may elect to submit a letter from the attending hospice physician in lieu of a recent photo. The letter must be from the Attending of Hospice Record (AOHR) physician on hospice letterhead stating that the patient is a hospice patient under his or her care. It may be uploaded in either .jpg or .pdf format.
